All emergency vehicles should have them, but I imagine a lot of agencies skirt that requirement. Also, depending on the accelerant, it likely wouldn’t put them out, so you always need to be prepared for plan B. Sorry, reality sucks.

The only one of those countries where it’s mandatory is Poland.
